JOB SUMMARY

The Housing Stability Manager promotes housing stability for individuals and families experiencing homelessness in Salt Lake County by overseeing rental assistance programs funded through TBRA, CoC, and other federal, state, and local grants. This role manages eligibility processes, coordinates housing placements, and ensures compliance with program and grant requirements. The Manager supervises a team of Housing Navigators who work directly with individuals and families to assess eligibility and help them retain permanent housing. Responsibilities include coordinating caseloads, managing monthly administrative processes such as projections, recertifications, and rent payments, and collecting program data to support outcomes and reporting. This position requires strategic oversight, operational leadership, and a commitment to trauma-informed, equity-centered service delivery.

Essential Duties and Responsibilities 

  1. Oversee day-to-day operations of TBRA, CoC, and other grant-funded rental assistance programs. 
  2. Ensure compliance with all applicable regulations, grant requirements, and internal policies. 
  3. Monitor program performance metrics and prepare reports for internal review. 
  4. Lead collaborative meetings with case management teams to support housing stability and streamline service coordination. 
  5. Manage eligibility and recertification processes to ensure accuracy and timeliness. 
  6. Oversee monthly rent processes to ensure timely release of eligible payments. 
  7. Collaborate with the Division Director, Grants team, and Finance team on budgeting, billing, and reporting. 
  8. Maintain accurate documentation and data entry in accordance with funder requirements. 
  9. Coordinate service delivery across programs, departments, and partner agencies. 
  10. Build and maintain partnerships with landlords, service providers, and government agencies. 
  11. Maintain regular communication with the Division Director regarding program operations. 
  12. Promote trauma-informed, equity-centered, and strengths-based service delivery across all program activities. 
  13. Support Housing Navigators in landlord negotiations to secure and maintain housing placements. 
  14. Develop expertise in affordable housing resources and best practices to inform program direction. 
  15. Attend collaborative meetings with external partners to support coordinated service delivery. 
  16. Identify and address process inefficiencies through quality improvement initiatives. 
  17. Participate in professional development opportunities and represent the agency in community coalitions, housing networks, and stakeholder meetings. 
  18. Attend mandatory agency trainings, including Trauma-Informed Care, Housing Focused, De-escalation, Suicide Prevention, CPR, and more.  
  19. Participate in emergency drills and environmental safety activities, as required. 
  20. Follow all agency protocols for security, safety, and sanitation to maintain a clean and secure environment for guests and staff. 
  21. Maintain regular and reliable attendance as an essential function of this position.

Supervisor Duties and Responsibilities  

  1. Model trauma-informed leadership in all interactions with staff and guests. 
  2. Provide clear, constructive feedback to staff regularly, fostering growth and accountability. 
  3. Hire, train, mentor, and support team members through hands-on guidance and resource sharing.  
  4. Delegate tasks effectively while ensuring equitable distribution of workload. 
  5. Resolve conflicts promptly and professionally, using de-escalation techniques and leading difficult conversations with kindness and directness.  
  6. Uphold agency policies consistently and lead by example. 
  7. Conduct regular one-on-one meetings with employees to exchange feedback, actively listen, and address professional development needs. 
  8. Develop and implement performance improvement plans and other corrective actions when needed, with measurable goals, equipping staff with the tools and guidance to achieve success. 
  9. Collaborate cross-departmentally to align team goals with an organizational mission. 
  10. Monitor and ensure completion of all mandatory training, while maintaining accurate participation records. 
  11. Track and report on team performance metrics (attendance, outcomes, etc.), as needed. 
  12. Perform employee evaluations as scheduled, offering actionable feedback and tailored support. 
  13. Advocate for staff needs while balancing operational priorities.

Education and Experience 

  • Bachelor's degree in Social Work, Public Health, or a related field is preferred; equivalent work experience may be considered. 
  • At least two years of direct supervisory experience is required. 
  • Experience with program and/or grant management is strongly preferred. 
  • Knowledge of social services, homeless resources, housing systems, and/or property management engagement is preferred. 
  • Experience working with diverse and/or vulnerable populations is preferred.

  11. Ability to accept supervision, direction, and feedback with openness. 
  12. Communicate clearly and effectively with clients, coworkers, and supervisors using verbal and written communication. 

Physical and Equipment Requirements 

  • Ability to lift and move heavy items up to 25 pounds.  
  • Ability to sit, stand, and move for at least an hour at a time or more.  
  • Ability to use stairs or steps. 
  • Must be at least 21 years old, have a valid, unexpired driver’s license, and the ability to drive a vehicle, as needed.
